I'm inclined to believe it's the latter, as Vera outclasses Sos is pretty much every aspect. I think Vera is a case of being so overrated he actually becomes underrated. He only loses to the best, and even then 2 of his wins are controversial and to heavyweights. This is either going to be the arrival of Krystoff or the reemergence of Brandon Vera.
